Quarry and Mine Permit Applications Open for Public Comment

LCRA posts quarry and mine permit applications that are open for public comment on this page. The applications have been submitted under the Highland Lakes Watershed Ordinance.

LCRA has received an application from Asphalt Inc. for a permit under the Highland Lakes Watershed Ordinance for an aggregate processing plant and quarry near Inks Lake. LCRA has determined the application is administratively complete, meaning all required information has been submitted, and is conducting a technical review of the application to determine whether it meets the standards set out in the ordinance. During its review of the application, LCRA may only consider water quality issues as described in the ordinance.

LCRA welcomes public comments on this application. Comments may be submitted through 5 p.m. Tuesday, May 13, 2025.

Members of the public also are welcome to provide comments during a meeting LCRA is hosting in May.

The meeting will be:

The come-and-go meeting is strictly for LCRA to collect comments from the public. The meeting will not include a presentation or question and answer session. Read the April 22 news release.

During the meeting, each person wanting to provide feedback will go to one of the stations set up around the community center and will have three minutes to share comments on the application. All comments will be recorded and provided to LCRA staff members to consider in their evaluation of the application.

Comments may be provided on any topic, but by law LCRA is limited to determining whether the application meets the requirements of the HLWO, which focuses on protecting water quality that may be impacted from stormwater runoff from the project site. LCRA does not have jurisdiction to address issues such as air quality, traffic impacts, groundwater usage, flooding and noise or structural impacts from possible blasting activities at the site.
