2025 benefits options for employees

LCRA provides you and your eligible family members a comprehensive and valuable benefits program. We encourage you to take the time to educate yourself about your options and choose the best coverage for you and your family.

Medical insurance

We offer three medical plans through UnitedHealthcare – Choice, Choice Plus, and Choice Plus with Health Savings Account (HSA). LCRA pays the majority of your total monthly medical premiums.

UHC participants also have access to additional benefits

Virtual visits
Receive 24-hour telemedicine support from the comfort of your home. There is a $0 copay for Choice and Choice Plus members, and a $54 copay for HSA plan members, for virtual primary care. Log in to your MyUHC account to learn more about specialist virtual care services including women’s health, dermatology, sleep care, speech therapy and more.

Pre/diabetes and hypertension support – Teladoc Health Chronic Condition Management
Free support to help members manage their pre-diabetes, diabetes and hypertension conditions using smart devices, personalized coaching and health management strategies. Available to you and your covered dependents 18 or older.

Orthopedic support – Specialist Management Solutions®
Connects you with a dedicated team to help you understand treatment choices, direct you to a center of excellence to improve your outcome and potentially lower your out-of-pocket costs.

Nicotine cessation – Quit for Life®
Tobacco users who complete the free Quit for Life program by Nov. 30, 2025, will be reimbursed the $75-per-month tobacco fee.

Mental health support – Virtual Therapy, Self Care from AbleTo and Talkspace
Connect with a licensed therapist from your home or access on-demand self-help support for stress, anxiety and depression.

Wellness and weight management – Real Appeal and One Pass
Real Appeal is a weight loss management program available at no cost to you.

One Pass is a wellness subscription membership that provides access to a nationwide network of fitness locations and on-demand fitness classes. You can also get groceries and household essentials delivered to your home.

Billing support – Naviguard
Choosing in-network providers lowers your financial responsibility, but if you do receive out-of-network services, free billing support is available. An advisor can review your bill and discuss options that may be available to lower the expense.

Will I get an ID card? How do I access my UHC information?

If you already have UHC coverage through LCRA and choose the same elections, you will not get a new member card. If you make a change to your UHC benefits or enroll for the first time during open enrollment, a new health card will be mailed to your home address at the beginning of the plan year. If you recently moved, go to Inside LCRA and update your home address in Employee Self-Service.

Prescription drug insurance

Employees who enroll in an LCRA medical plan automatically receive prescription coverage through a UHC company called OptumRx.

Prescription drug pricing tiers

Prescription drugs are categorized into three pricing tiers, with additional tiers for specialty drugs. Compare the coverage per tier. To search for a prescription drug or view the cost, log in to your MyUHC member portal, click on Pharmacies & Prescriptions, then Drug Look Up.

How to save time and money

For your convenience, you can fill a 90-day supply of maintenance prescriptions at a retail pharmacy. The cost would be the equivalent of paying for three months.

Under all three medical plans, you have the option to save money by filling prescriptions via mail-order. The Choice Plus with HSA plan also includes a preventive medication drug list to members at a $0 cost.

If you have a specialty medication, a coupon may lower your monthly copay, which helps you save on your out-of-pocket costs. Contact Optum Specialty Pharmacy to see if your medication is eligible for the specialty medication copay card and coupon program.

Health Savings Account (HSA)

If you elect the Choice Plus with Health Savings Account plan, you are eligible to participate in an HSA administered by Fidelity Investments.

If electing this benefit for the first time, you will need to activate your Health Savings Account through Fidelity. You can get started by going to Fidelity NetBenefits® and clicking on the Open an HSA tile or follow the prompts from the email you will receive from Fidelity following Open Enrollment.

An HSA allows you to carry over funds from year-to-year and can be invested like a 401(k), allowing you to build your savings over time. With this plan, you are unable to have a health care Flexible Spending Account (FSA).

As an HSA account holder, you are responsible for all transactions, claims and purchase eligibility. Review the HSA customer agreementelectronic delivery agreement and terms and conditions document.

There are two types of HSA contributions
  • Employer – Active full-time and part-time employees who elect this plan will receive an annual contribution from LCRA to their health savings accounts in January 2025.
    • LCRA will contribute $500 for individuals enrolled in the plan.
    • LCRA will contribute $1,000 for those with family coverage.
    • Note: Employer contributions will be deposited on the first available pay period and will be pro-rated on benefits effective date and/or the date the HSA account is activated. To receive the employer contribution, you must elect the HSA with a minimum annual contribution of $1.00.
  • Personal – In addition to LCRA’s contributions, you can make personal contributions to your account within limits set by the IRS.
    • Minimum annual contribution is $1.00.
    • Maximum employee only contribution is $3,800.
    • Maximum employee + family contribution is $7,550.
    • If you are age 55+, a $1,000 catch-up contribution limit is available.
Helpful HSA resources

Flexible Spending Accounts (FSA)

A Flexible Spending Account is a pre-tax benefit account used to pay for eligible healthcare or dependent care (day care) expenses. You can pay for eligible expenses, including dependent care, with the P&A Group debit card or submit for reimbursement online.

Health Care FSA

This account is used to cover out-of-pocket healthcare expenses for you and your dependents.

You can make personal contributions to this account within IRS limits:

  • Minimum annual contribution is $250.
  • Maximum annual contribution is $3,200​.
  • Carry over up to $640 of remaining funds into the following plan year

Remember, if you have elected the Choice Plus with HSA medical plan, you are not eligible to participate in this plan.

Dependent Care FSA

This account is used to cover eligible dependent care services, such as preschool, summer day camp, before/after school programs and child or adult daycare.

You can make personal contributions to this account within IRS limits:

  • Minimum annual contribution is $250.
  • Maximum annual contribution is $5,000 ($2,500 if married and filing separately).

You can have a dependent care FSA even if you elect the Choice Plus with HSA medical plan.

Dental insurance

Dental insurance through Guardian provides you and your dependent(s) coverage for routine cleanings and other dental services.

Review plan coverage

View a summary of the plan benefits and the per-paycheck premiums. The calendar year maximum benefit per person is $2,000.

If you use an out-of-network provider, you will pay more out-of-pocket since those providers do not have negotiated rates with Guardian. Search in-network providers on the DentalGuard Preferred network

How to access your Guardian information

Learn how to view and print your Guardian member ID. Your dentist will call Guardian to verify dental coverage.

Keep track of claims, retrieve electronic ID cards and more through the Guardian mobile app.

Vision insurance

Vision insurance through EyeMed includes coverage for eye exams, frames, lenses and contacts. Two plans are available, and you will cover 100 percent of the premium cost for these plans.

Standard plan

The standard plan offers a maximum frames allowance of $125 every 24 months and eye glass lenses every 12 months. If you choose contact lenses in lieu of eye glass lenses and frames, the maximum benefit is $120 per year. Participants pay a $10 copay for an eye exam once every 12 months.

Enhanced plan

The enhanced plan offers a maximum allowance of $150 every 12 months for either eye glass lenses and frames or contact lenses. Participants pay a $0 copay for an eye exam once every 12 months.

How to access your EyeMed information

You won’t receive a vision insurance ID card. Your optometrist will call EyeMed to verify coverage.

EyeMed’s Member Web offers benefit breakdowns, savings snapshots, a cost estimator and a detailed eye doctor search. You can also review information on Lasik and hearing benefits. Find your coverage information on-the-go with the EyeMed mobile app.

Supplemental accident, critical illness and hospital indemnity insurance

Our supplemental benefit plans through MetLife provide a safety net for the unexpected. Accident insurancecritical illness insurance and hospital indemnity insurance are available. You will cover 100 percent of the premium cost for these plans.

How these plans work

These benefits help with offsetting medical expenses beyond what is covered by your primary insurance. Once a claim for a qualifying event is approved, supplemental plans provide cash payouts that go directly to you, not your doctor or health care provider. This gives you the flexibility to use the funds as you see fit – whether that means covering out-of-pocket medical costs, fuel for trips to and from appointments or ordering meals for you and your family.

There are no pre-existing condition limitations and there are high and low plan options for each benefit.

Prepaid Legal Plan

ARAG (online access code: 18181LCR) offers two prepaid legal plans, Ultimate Advisor and Ultimate Advisor Plus. Both give you access to a national network of credentialed lawyers. You will cover 100 percent of the premium cost for these plans.

How these plans work

Most eligible legal matters are 100 percent covered when you work with a network attorney. The plans also offer access to legal databases and other online and over-the-phone legal resources.

The Ultimate Advisor Plus plan includes enhanced identity theft coverage, financial counseling, divorce representation and resources for caregiving and eldercare issues.

Supplemental employee and dependent life insurance

LCRA provides you basic life insurance equal to two times your annual base pay at no cost to you. You can elect to pay additional premiums to increase your coverage.

How supplemental coverage works

You may elect additional supplemental life insurance coverage for yourself up to a maximum of 5 times your base annual salary with a maximum of $500,000. If you are not currently enrolled in employee supplemental life insurance or if you are currently enrolled and increase your supplemental life insurance coverage, you will need to submit evidence of insurability (proof of good health) to the carrier before your enrollment can be finalized.

You may also elect spouse supplemental life insurance coverage up to 2.5 times your annual base salary up to a $250,000 maximum and the coverage cannot exceed 50 percent of your own supplemental life insurance election. Evidence of insurability will be required if you are not already enrolled in a spouse supplemental life plan, or if you want to increase coverage more than one level or the new coverage amount is greater than $100,000.

You may also elect dependent child life insurance for $10,000, $15,000 or $20,000. Evidence of insurability will be required if you do not already have dependent child life insurance or you are increasing coverage more than one level.

Supplemental accidental death and dismemberment (AD&D) insurance

LCRA provides you basic AD&D insurance of $250,000 for full-time employees and $125,000 for part-time employees at no cost to you. You can elect to pay additional premiums to increase your coverage.

How supplemental coverage works

You may elect additional supplemental AD&D insurance coverage for yourself in $100,000 increments up to $500,000. Your spouse is eligible for up to 50 percent of your own AD&D coverage, and you can elect coverage for child(ren) in increments of $10,000 up to $50,000.

Student Loan 401(k) Contribution Program

LCRA helps qualified employees grow their 401(k) while they focus on paying off student loans. Eligible loans can include those taken out in your name for your own education or to support the education of a family member, such as a child.

How this program works
Once enrolled, all you need to do is make payments toward your student debt. LCRA’s contribution will be based on your student loan payments and your 401(k) contributions. Your LCRA contribution will be applied to your account as a lump sum following the completion of the plan year.
